Billing incorrectly disabled for some customers.

Due to a change made to anti-fraud checks and rules for automatic disabling of users and organizations for billing reasons, a number of users were automatically disabled for spending even though the users were in good standing.

We realize the impact of a surprise disablement of an account and have identified internally work to improve the system before iterating on the rules.

We have administratively re-enabled all users in good standing that should not have been disabled with the change in rule-sets.

Thank you for your patience while we reverted the rule-sets and re-enabled impacted users.
